I've seen people on scooters in the North Shore and the leeward coast, although I try not likely. You can not go as fast as a car and some people expect of you in the path of the shoulder (small). Beautiful view of the scooter as well.
You can rent scooters in Lahaina in Maui right on Front Street. I do not think I would try to take one on the road to Hana. Stick around Lahaina and Kihei and Wailua.
